Senator Ratna Omidvar tables Bill S-222: The Effective and Accountable Charities Act

Senator Ratna Omidvar, who has been a strong voice for the nonprofit and charitable sector in Canada, recently tabled Bill S-222, the Effective and Accountable Charities Act to establish equal partnership between charities and non-charities.

Bill S-222 will replace the current Income Tax Act language of “own activities” with new language of “resource accountability”. This change is intended to shift a charity’s focus from ongoing operational control of activities to an approach focused on taking reasonable steps to ensure that charitable resources are devoted to achieving charitable outcomes.

Senator Omidvar states that this bill “will amend the Income Tax Act to enable charities to establish equal partnerships with non-charities, especially empowering the voices of BIPOC organizations, while still ensuring accountability and transparency.”
